In Spain, it is possible to produce cannabis for medicinal and scientific purposes, but this activity is subject to authorization and control by the Spanish Agency of Medicines and Medical Devices (AEMPS). Currently, there are several companies authorized to cultivate Cannabis sativa L. for these purposes, within a framework that is much more developed than when the first projects began in the country. The situation has changed considerably over the last few years. One of the first major steps was taken by Alcaliber, a Spanish company with a long history in the production of raw materials and active pharmaceutical ingredients subject to strict regulatory control.
Alcaliber and the first steps of medicinal cannabis in Spain
Alcaliber has its origins in the Spanish pharmaceutical industry and for decades has specialized in the cultivation and processing of plant-based raw materials intended for the production of active ingredients.
The company was historically linked to Torreal, a business group owned by the Abelló family. Currently, Alcaliber itself identifies Torreal as its former parent company, so it would no longer be correct to present the company as currently controlled by this group.
Its experience working with substances subject to strict regulation was one of the foundations for the company’s subsequent entry into the medicinal cannabis sector.
The alliance between Alcaliber and Canopy Growth
In September 2017, Alcaliber reached an agreement with Canopy Growth Corporation and its subsidiary Spektrum Cannabis GmbH. Through this alliance, Canopy granted Alcaliber a license to use certain cannabis varieties and genetic material to be cultivated in Spain for subsequent commercialization in permitted markets.
The project progressed over the following months. In March 2018, Canopy Growth announced that it had completed the transfer of 1,500 cannabis clones to Alcaliber as the first phase of the collaboration between both companies.
Therefore, this alliance should no longer be understood as a novelty, but rather as one of the initial stages of the professional development of medicinal cannabis in Spain.
From Alcaliber to Linneo Health
The cannabis-related project continued to develop, and in 2018 Linneo Health was born, a company specializing in the research, cultivation, manufacturing, and supply of medicinal cannabis for the pharmaceutical industry.
Currently, Linneo Health has cultivation and processing facilities in Spain and is listed on the AEMPS official list of companies authorized for the cultivation of Cannabis sativa L. for medical and scientific purposes.
In 2022, Linneo Health also expanded its activity related to industrial cannabis derivatives after Alcaliber obtained EU-GMP certification for the processing of cannabis derivatives.
Who can produce medicinal cannabis in Spain?
Not just any company or grower can produce cannabis intended for the medicinal market. Production for medical and scientific purposes requires the corresponding authorizations from the AEMPS and is subject to specific controls.
As of July 31, 2026, the AEMPS publishes valid authorizations for various companies dedicated to cultivation for medical, medical and scientific purposes, research, or the production of seeds and cuttings intended for these fields. Among them is Linneo Health, along with other authorized companies.
This means that ordinary commercial cultivation and the pharmaceutical production of medicinal cannabis are different fields and should not be confused.
Cannabis varieties with CBD
The development of different genetics allows for the discovery of plants with very different cannabinoid profiles, including varieties with a predominance of CBD. This cannabinoid is also present in other consumption and care formats, such as CBD cosmetics or CBD oils, categories that allow for products with different concentrations and uses.
These commercial seeds should not be confused with medicines or with standardized cannabis preparations regulated for medicinal use. Their inclusion here serves only to show examples of CBD-dominant genetics available in the GB catalog.
How is medicinal cannabis currently regulated in Spain?
The legal situation has changed a lot since the beginning of medicinal production in Spain.
In October 2025, Royal Decree 903/2025 came into force, which regulates standardized magistral formulas made with standardized cannabis preparations in Spain. The regulation also establishes a registry of these preparations managed by the AEMPS.
The system does not imply the free sale of medicinal cannabis. The prescription of these formulas is limited to specialist physicians in the hospital setting, under the conditions provided for in the National Formulary, and their preparation is the responsibility of hospital pharmacy services. Dispensing and pharmacotherapeutic monitoring are also carried out by these services.
Therefore, Spain has moved from a situation in which authorized companies produced cannabis mainly within scientific or pharmaceutical projects, or for international markets, to also having a specific framework for the use of standardized medicinal cannabis preparations within the healthcare system.
